Adán's casinos
Eight cross-checks of official documents no one had done. The U.S. Treasury has not a single record of La Barredora or of an address in Tabasco. Adán's police chief stayed 799 days in office after a military report reached the Presidency. The Interior Ministry extended to 2039 the permit of a casino company tied to his brother one day after those reports were published. It said "zero permits" and 47 days later authorized online betting. Mexico's Federal Audit Office says no new casinos were authorized from 2022 on, yet Treasury records that Casino Centenario, now designated for terrorism, opened in 2023 under the same permit used by the Bermúdez brand. And Bermúdez fled 25 days before the CJNG was declared a terrorist organization. That date decides which charges Washington can bring.

Eight original findings. As far as could be verified in open sources as of November 7, 2026, no one had published them this way, together and with their calculation. Each one can be replicated with the official documents cited.
Zero records of La Barredora, of Bermúdez Requena and of Tabasco addresses among the 19,563 in the official Nov 7, 2026 file.
From the military diagnosis sent to the Presidency on Oct 28, 2021 to Bermúdez's resignation on Jan 5, 2024.
Oct 17, 2022: the military reports on Bermúdez go public. Oct 18, 2022: the ministry extends to 2039 the permit of a casino company whose suppliers include his brother's firms.
May 12, 2023: "zero" at the National Palace, with Adán present. Jun 28, 2023: online betting permit. 12 days after Adán left the ministry.
The ASF says no new casinos were authorized from 2022 on. Treasury records that Casino Centenario, a fentanyl warehouse per Washington, was established in 2023 under permit P-01/2017.
Nine Mexican gambling companies on the SDN list, eight in the last year, none from Tabasco. "Entretenimiento Villahermosa" is registered in Nuevo León.
The MPN906 LLC apartment was bought on Dec 26, 2024. Hernán fled on Jan 26, 2025. It is the clearest link to U.S. jurisdiction.
Bermúdez fled 25 days before the CJNG was designated. Material support charges do not reach the documented conduct. The real routes are drug trafficking, laundering and RICO.
Pleading format with numbered lines, facts with level of proof, U.S. nexus, applicable law, thirteen requests and three exhibits: the permit timeline, the census of casinos on the Treasury list and the map. In Mexico you cannot open a casino without a permit from the Interior Ministry. That office decides who plays, where and for how many years. A casino moves cash every day, in chips, machines and prizes. That is why it is the favorite tool to turn dirty money into clean money. Whoever controls the permit office controls the key.
Adán Augusto López Hernández held that key from August 26, 2021 to June 16, 2023. Before that, as governor of Tabasco, he put Hernán Bermúdez Requena in charge of the police; today the Tabasco prosecutor accuses him of leading La Barredora. Much of that has been told. This investigation does not repeat: it crosses. It takes what was published, sets it against Washington's official files and the Federal Audit Office, and pulls out eight facts that were not on the table.
One rule before we start. No public record holds a U.S. arrest warrant against Adán Augusto López, nor an indictment, nor a Treasury sanction. What follows is analysis: which laws would apply if a conduct were proven before a judge. Three levels always separate: fact, source and analysis. Every person named keeps the presumption of innocence without exception.
This chapter is not an original finding. It summarizes, with sources, what has already been published and serves as the base for the cross-checks. Bermúdez was named Tabasco's Security Secretary in December 2019 and resigned on January 5, 2024. He fled on January 26, 2025, was arrested in Paraguay on September 12, 2025 and now faces three cases in Tabasco. Prosecutors seek 154 years. He pleads innocent.
The rest was published by MCCI, Código Magenta and journalistic investigations: the brother Humberto's casino company, incorporated in 2017 at Adán's notary office; Manuel Marcué Díaz at Games and Draws from 2022 to 2023; the extensions to 2039; the online permit to Superjuegos Robin and Luxury de México, with Amílcar Olán's accountant and grandfather in its records; and a Florida apartment in the name of MPN906 LLC. The table summarizes each fact with its origin.

I downloaded the full file of Treasury's Office of Foreign Assets Control on November 7, 2026: 19,563 records, with aliases and addresses. I searched for La Barredora, Bermúdez Requena, Marcué, Olán and any address in Tabasco. Zero. Zero. Zero. The only record mentioning Tabasco is a data-entry error: a Reynosa company with the state misspelled.
Tabasco tripled its homicides in 2024 and is the only state where a former police chief is accused of running a CJNG cell. And it is invisible on the list Washington uses against the cartels. On top of that, there is no formal extradition request: a federal judge in Toluca put it on record on March 10, 2026 when dismissing an amparo by Bermúdez. A documented complaint would be the first formal file in the United States on that territory.
Source: OFAC, SDN.CSV, ADD.CSV and ALT.CSV of Nov 7, 2026, searched across names, aliases and addresses. Own calculation, replicable.

The military files leaked in 2022 contain at least 16 reports on Bermúdez. One outweighs them all: the "Regional Crime Diagnosis" of October 28, 2021, placing him in the top tier of the CJNG structure in Tabasco. According to the files themselves, it was sent to the National Intelligence Center and the Presidency. Adán had been at the Interior Ministry for two months.
I counted the days to Bermúdez's resignation on January 5, 2024: 799. From the first report, in November 2019, it is about 1,500. Adán has said he never had "a report, a briefing, anything." The files do not show the report reached the Interior Ministry. They show it reached the Presidency. The question for any prosecutor is who read it and why nothing happened for two years and two months.
Source of the reports: Defense Ministry files leaked by the Guacamaya collective (2022), military intelligence, not judicial evidence. Level C. Day count: own.

On October 17, 2022 the tally of the 16 military reports on Bermúdez was published. Adán called them "fantasies." On October 18, 2022, the Interior Ministry extended PUR UMAZAL TOV's casino permit from 2029 to 2039. The extension and the supplier list had been published separately; no one had put the two dates side by side.
Why does it matter? Because PUR UMAZAL TOV's financial statements filed with the ministry itself list three companies of Humberto Bermúdez, the flagged man's brother, as suppliers. The ministry had the Bermúdez name in its file on the same day the country read the Army placed him in the CJNG. And it still signed ten more years. The signatory has not been made public. That is the complaint's first question.
On May 12, 2023, at the morning press conference with Adán present, the Interior Ministry gave its count: Fox, 340 casino permits; Calderón, 154; Peña Nieto, 123; López Obrador, zero by administrative route. That figure and the online permit to Superjuegos Robin and Luxury de México were known separately.
Together they say this: the online betting permit was signed on June 28, 2023, 47 days after the "zero." Two months before the "zero," in March, the same office had already extended Robin's permit by 15 years. And the online permit was signed 12 days after Adán left the ministry and one day before his Games and Draws director left. The timeline shows each move with its source.
In November 2025 Adán stated: "All those permits were granted before President López Obrador's administration." The dates of his own tenure contradict him.

Mexico's Federal Audit Office wrote in audit 315 of the 2023 Public Accounts that from 2022 on no new installations of remote betting centers and draw halls, the legal name for casinos, were authorized. Treasury's file says something else. The record for Casino Centenario, in Nuevo Laredo, reads "Organization Established Date 2023." The one for Diamante Casino, in Tampico, reads 2021.
The Interior Ministry confirmed in writing on April 27, 2026 that both operated under permit DGJS/DGAAD/DCRCA/P-01/2017, the same one used by the Bermúdez crowncitybets.mx platform. On April 14, 2026 Treasury designated them for serving the Cartel del Noreste and wrote that Centenario was a "stash house for fentanyl pills and cocaine."
There are only two explanations. Either Centenario opened in 2023 without an installation authorization, with the ministry watching; or the figure the ministry gave the Audit Office is incomplete. Either one is serious. In both, the casino Washington calls a fentanyl warehouse opened in Adán's last year at the ministry. None of this proves he or his team knew of the criminal use. It proves the key was in his office.

I ran the full census. Treasury's file of November 7, 2026 contains nine Mexican casino or betting companies. One is old, Grand Casino of Zapopan, under the Kingpin program. The other eight came in during the last twelve months: five from the Albanian Hysa network, tied to the Sinaloa Cartel, and Centenario, Diamante and their operator CAMSA, of the Cartel del Noreste.
The odd fact: one of the Hysa companies is called Entretenimiento Villahermosa, but its registered address is in Nuevo León. And the only Tabasco casino in any Washington action, Skampa Casino Villahermosa, appears in FinCEN's November 13, 2025 proposal because of the Hysa network, not La Barredora. In the state Adán governed, the only casino network Washington is chasing is Albanian.

The purchase was published. So was the escape date. Not together. The North Miami Beach apartment in the name of MPN906 LLC, a company of Humberto Bermúdez's wife, was bought on December 26, 2024. Hernán left Mexico on January 26, 2025. That is 31 days. The company was registered in Florida in November 2024: one month before the purchase, two before the escape.
For Washington this is not real estate gossip. It is jurisdiction. Money laundering law reaches a foreigner when a transaction over $10,000 occurs partly in the United States (18 U.S.C. 1956(f) and 1957). That is how the former Tamaulipas governors fell, over properties in Texas. Adán himself supplied the other link: he said he collected an inheritance from Wells Fargo and PNC accounts in Houston. There is no public indication it is illicit. But it is a verifiable fact on U.S. soil.
Sources: Florida records reviewed by MCCI; SSPC and FGR (departure date); Federal Register 2025-02873; Finance Ministry. There is no public indication the purchase was paid with illicit funds. Level C.

This is the legal fact no one has explained. Material support to a terrorist organization (18 U.S.C. 2339B) and narco-terrorism (21 U.S.C. 960a) require that the organization was already designated. The CJNG was designated on February 20, 2025. Bermúdez left office on January 5, 2024 and fled on January 26, 2025: 25 days earlier.
All the documented conduct of the Tabasco police and the Interior Ministry permits happened before that date. That is why the terrorism charges, the most talked about, are the least likely. The real routes are others: conspiracy to import drugs, laundering with foreign bribery as predicate, and organized crime (RICO). They are the same New York used against Rocha Moya. The chart shows each law's window.
And there is a second clock. The general federal statute of limitations is five years (18 U.S.C. 3282). In a conspiracy it runs from the last act, and it is suspended for anyone fleeing from justice (18 U.S.C. 3290). I calculated the deadlines: the PUR UMAZAL TOV extension expires in October 2027; the online permit, in June 2028; Bermúdez's last conduct in office, in January 2029. If Washington wants these cases, it has less than a year for the first one.
Own analysis. General 5-year period (18 U.S.C. 3282); in a conspiracy it runs from the last act; suspended for anyone fleeing justice (18 U.S.C. 3290). A prosecutor may argue a continuing conspiracy with later deadlines. Not legal advice.

Senator for Tabasco. Named Bermúdez in 2019 and brought Marcué to Games and Draws in 2022. Not charged or designated in the United States. Denies any link to La Barredora. Presumption of innocence.
On trial in Tabasco (case 213/2025 and two others). Prosecutors seek 154 years. He pleads innocent. No U.S. record.
Tabasco prosecutors accuse Bermúdez of leading it. Not on the Treasury list as of Nov 7, 2026.
U.S.-designated terrorist organization. Leaked military reports describe La Barredora as its arm in Tabasco until 2023.
Per MCCI he signed the Robin extension and the June 28, 2023 online permit. Before that he awarded more than 214 million pesos to Romedic, Olán's company. Arrest warrant reported by press, unconfirmed. Presumption of innocence.
Extension from 2029 to 2039 on Oct 18, 2022. Its financial statements list three Humberto Bermúdez companies as suppliers. Signatory not located.
Extension to 2039 (Mar 2023) and online permit (Jun 28, 2023). Statutory auditor: Olán's accountant. Board member: Olán's grandfather (records via MCCI).
His accountant and grandfather appeared at Luxury de México. No U.S. charges. Presumption of innocence.

Incorporated in 2017 at Adán's Notary Office 27. Operated crowncitybets.mx under permit P-01/2017.
The ministry confirmed in writing (Apr 27, 2026) that Centenario, Diamante and crowncitybets.mx operated under this permit. Expires 2029.
Cartel del Noreste. Centenario a fentanyl and cocaine stash house per Treasury. Diamante established 2021; Centenario 2023.
No person in this diagram is charged in the United States or designated by Treasury. The only designated entities are Casino Centenario, Diamante Casino and CAMSA. Hernán Bermúdez is on trial in Mexico. All keep the presumption of innocence. Level D allegations are leads, not facts.
There is no indictment. But U.S. law already maps the road, and so do the precedents: Rocha Moya and nine Sinaloa officials (New York, April 2026), Paul Campo over the CJNG (New York, December 2025), Tomás Yarrington (Texas), Roberto Sandoval (Treasury sanction for CJNG bribes). All are presumed innocent absent a conviction.
Use the simulator. Check the conduct you think could be proven and see which laws apply, with which penalties, in which court and with which precedent. Each box shows the level of proof that exists today.
Educational tool. It shows statutory penalty ranges, not a likely sentence. No person is charged in the United States. Checking a box does not mean the conduct occurred.

What does not exist: a public arrest warrant, an indictment, a Treasury designation. What exists: Código Magenta's July 17, 2026 report on the revocation of his visa and a possible investigation in Houston, with no case file located; and Acting Attorney General Todd Blanche's May 6, 2026 remark that more charges against Mexican politicians are coming.
An indictment can stay sealed until arrest. No one can claim it exists or that it does not. What I can measure is time. I calculated how many months Washington took to act in other cases from the first public report. García Luna, 12.5. Yarrington, 15. Rocha Moya, 20.5. In this case it has been 15.7 months since Bermúdez's red notice and 48.7 since the military reports were published.
Months between the first public report and U.S. action. Own calculation on DOJ and press dates. Not a prediction: Cienfuegos was arrested with no prior report and released a month later at Mexico's request.

Reaches acts committed outside the U.S. if the drugs were headed there. Ten years to life for large quantities. It is the core charge against Rocha Moya. Condition: proving police protection facilitated shipments to the U.S.
Bribery of a foreign official or embezzlement of public funds serve as predicate, subsection (c)(7)(B)(iv). Up to 20 years. Jurisdiction over foreigners if a transaction over $10,000 occurs partly in the U.S., subsection (f).

Pattern of racketeering through an enterprise. Up to 20 years. Used against former governor Tomás Yarrington in the Southern District of Texas.
Up to 20 years; life if death results. Only for conduct after Feb 20, 2025, the CJNG designation date. Extraterritorial jurisdiction if the defendant is found in the U.S.
Drug trafficking knowing it benefits a terrorist organization. 20-year minimum in practice. Used against Paul Campo over the CJNG (SDNY, Dec 2025).
Foreign Extortion Prevention Act, in force since December 2023. Punishes a foreign official who demands or accepts a bribe from a U.S. company or on U.S. soil. Condition: the payer is American or the act occurs there. Not documented in this case.
Asset freeze and ban on dealings with U.S. persons. Used against congresswoman Hilda Brown (Sep 2025) and against Centenario and Diamante (Apr 2026). La Barredora is not designated.
FinCEN can cut an establishment off the U.S. financial system. First use against Mexican casinos: Nov 13, 2025, ten establishments, one in Villahermosa.
